A. Use permits shall be required for the exclusive or special use of all or portions of park areas, buildings or trails; for use of park areas and facilities when they are closed to the public; to conduct certain activities not normally permitted as per conditions of this title; for regulation of large group activities, as defined in MCC 12.10.040; or to reduce or eliminate certain user fees for groups, as defined in MCC 12.10.030(D).

B. Procedures and fees to obtain a use permit shall be in accordance with guidelines established by resolution of the city of Maricopa city council.

C. Use permits shall be approved by the director of parks, recreation and libraries or his or her authorized designee.

D. It shall be unlawful for a person or persons to violate any provision of an approved use permit and such violation will be punishable by a financial penalty as set forth in MCC 12.40.020.

E. It shall be unlawful for a person or persons to engage in any activity requiring a use permit without first obtaining the permit and such violation will be punishable by a financial penalty as set forth in MCC 12.40.020.

F. It shall be unlawful for any person to possess or consume any alcoholic beverage within a city park, without first obtaining a use permit. Alcohol use permit fees may not be waived unless otherwise approved by the director of the city of Maricopa parks, recreation and libraries department.
