A. Except as otherwise provided herein, from and after July 28, 2014, this chapter shall apply to all new development within any service area.

B. The provisions of this chapter shall apply to all of the territory within the corporate limits of the city, but excludes Rancho El Dorado South Subdivision.

C. The city manager or his/her designee is authorized to make determinations regarding the application, administration, and enforcement of the provisions of this chapter. [Code 2004 § 17-12.]
