This chapter establishes provisions for the regulation of preexisting structures, uses, lots, and sites that were lawful before the adoption or amendment of this code or previously adopted city codes, but which would be prohibited, regulated, or restricted differently under the terms of this code or future amendments to the zoning code or the zoning map.
