Whenever the public necessity, convenience, and general welfare require, the city council may, by code, amend the general plan. This chapter establishes procedures for making legislative changes to the general plan as provided for in Arizona law. In addition to the requirements of this chapter, all general plan map and text amendments shall conform to the requirements of A.R.S. § 9-461.06 (adoption and amendment of general plan).
