A. Hearing. For a minor general plan amendment, the planning and zoning commission shall conduct at least one public hearing in conformance with the provisions of Chapter 18.140 MCC, Common Procedures. Where an amendment has been determined to be a “major amendment,” the planning and zoning commission shall conduct at least two public hearings in two different locations.

B. Recommendation to Council. Following the public hearings, the planning and zoning commission shall make a written recommendation on the adoption or amendment of the general plan or any element thereof. The director shall promptly transmit to the city council the planning and zoning commission’s written recommendation, together with any maps, charts, studies, or other materials, including any environmental analysis, if required.
