In the absence or disability of both the mayor and vice mayor, the council member with the most total years as a member of the council shall serve as acting mayor who shall have all the powers, duties and responsibilities of the mayor during such absence or disability. The city clerk shall prepare and keep on file a list of total years of service for councilmembers as of January 1st of each year. If there are councilmembers with the same number of years of total service, then the acting mayor shall be chosen by a vote of the councilmembers present at the meeting. [Code 2004 § 2-33.]
