All ordinances, resolutions and contract documents shall, before presentation to the council, have been reviewed as to form by the city attorney. When there are substantive matters of administration involved, all ordinances, resolutions and contract documents shall be referred to the person who will be charged with the administration of such ordinance, resolution or contract. Such person shall have an opportunity to present comments, suggestions and objections, if any, prior to the passage of the ordinance, resolution or acceptance of the contract. [Code 2004 § 2-91.]
