Whenever the public necessity, convenience, and general welfare require, the city council may, by code, amend any portion of this code or zoning map. Any amendment to this zoning code which changes any property from one zoning district to another, which imposes any regulation not previously imposed, or which removes or modifies any regulation previously imposed, shall be adopted in the manner set forth in this chapter. In addition to the requirements of this chapter, amendments to the zoning map and text shall conform to the requirements of A.R.S. §§ 9-462.03 (Amendment procedure) and 12-1133 (Just compensation).
