The office of the manager is hereby created. The manager shall be appointed by a vote of at least four members of the council at any regular or special meeting of the city council and such appointment shall be for an indefinite term. The manager shall be chosen on the basis of executive and administrative qualifications and knowledge of accepted practice with respect to the duties of the office as set forth in MCC 3.10.110.
