A. In the event of conflict with other city code provisions, the provisions of this chapter shall govern.

B. The city’s rules and regulations, administrative directives, departmental rules and regulations, and workplace practices shall govern employee relations unless there is a specific conflict with a memorandum of understanding approved by the city council pursuant to this code. Where a specific conflict exists, the memorandum of understanding shall govern.
