A. The provisions of this chapter shall apply to all regulated business establishments and persons as defined herein.

B. The provisions of this chapter shall be in addition to any other regulations, privilege or license taxes or permit requirements required by the city, the state or other applicable agency and cumulative to any other applicable regulations, procedures or penalties.
