Any person whose request for a permit is denied or who has received notice of proposed revocation may, within 10 calendar days after receipt of notice of such denial or revocation, file in the office of the public works director a written request for a hearing before the public works director. Such request shall contain the name and address of the person, together with a brief statement as to why such denial or proposed revocation should be reversed. The decision of the public works director may be appealed by the applicant or permittee within seven days after receipt thereof to the city manager. The decision of the city manager shall be final.
