The department of emergency management may or may not be filled at the discretion of the city manager. The director, who shall be the head of the department, shall be appointed by the manager and may be removed by the manager with or without cause. They shall be chosen on the basis of executive, professional and administrative qualifications and knowledge of accepted practice with respect to the duties of the office as set forth in MCC 3.50.030. In the event the department is not filled by the city manager, a third-party entity or other city staff may be assigned the duties of the office as set forth in MCC 3.50.030.
